
FAYETTE COUNTY, WV (LOOTPRESS) – A man was arrested for his third impaired driving offense after he was found unconscious and intoxicated inside a running van at the Go-Mart in Alloy, West Virginia, on Friday, May 23, 2025.
Deputy First Class T.L. Farley II with the Fayette County Sheriff’s Department responded to a call at approximately 4:00 p.m. about an unresponsive male in a Chrysler van parked in the lot. According to store clerk, the van had been stationary for about 30 minutes, and several concerned customers had tried unsuccessfully to rouse the occupant.
Upon arrival, EMS crews were already attempting to make contact with the driver, later identified as 51-year-old Josiah Bice, but the van was locked. Fearing a medical emergency, Deputy Farley used a Halligan bar to force entry through the passenger side.
Inside, Bice was found dazed, smelling strongly of alcohol, with bloodshot eyes and slurred speech. He was seated in only his underwear, the vehicle was running, and the key was in the ignition — indicating he had control of the vehicle. When asked to step out for medical evaluation, Bice refused and resisted officers. A controlled takedown was executed with assistance from EMS and a civilian.
Bice was then handcuffed and transported to Plateau Medical Center for evaluation, during which he became increasingly belligerent — yelling, punching windows, and kicking the interior of the cruiser. Medical staff noted minor lacerations on his hands.
Deputies sought a search warrant for a blood sample due to signs of alcohol impairment. While awaiting the warrant, Bice again became combative, attempting to strike another deputy. Once the warrant was granted, two vials of blood were collected at 7:46 p.m.
Bice reportedly admitted to drinking heavily during a “horrible family reunion” and claimed to have no memory of the incident. He later expressed remorse.
A background check revealed Bice had two prior convictions related to impaired driving — one in 2019 and another in 2023 — making this his third offense.
Deputy Farley completed a use of force report and documented Bice’s physical condition with photographs in accordance with department policy.
Bice was transported to Southern Regional Jail, where he awaits arraignment on charges related to driving under the influence and being in physical control of a vehicle while impaired.
