
BARBOUR COUNTY, WV (LOOTPRESS) – A late-night crash on May 22, 2025, in Barbour County has led to serious drug charges after law enforcement found the driver under the influence of a cocktail of illegal substances—with a child in the vehicle.
Around 2:20 a.m., Barbour County Sheriff’s deputies responded to a single-vehicle wreck on U.S. Route 119 near Peel Tree Road. The vehicle carried two adults and one juvenile. After the crash, the adults took the child to a nearby home at 25 West Lane in Volga.
Corporal C. Parks conducted the initial investigation and identified the driver as Henry Obrian Sines. Evidence quickly pointed to impaired driving. Officers on scene found marijuana and methamphetamine in Sines’ possession.
Patrolman T. Cooper of the Belington Police Department, trained in Advanced Roadside Impaired Driving Enforcement (ARIDE), administered sobriety tests which confirmed Sines was under the influence of a controlled substance.
During a search, Sines handed over marijuana. A more thorough pat-down revealed a crystal-like substance he admitted was meth. Further investigation uncovered a disturbing detail: the juvenile’s mother admitted she knew Sines had used marijuana before driving.
A search warrant was obtained for Sines’ blood and medical records. Test results showed he had amphetamines, cannabis, cocaine, and buprenorphine (Suboxone) in his system at the time of the crash.
Both Sines and Angela Hoover are both carged with child neglect.
