PHILIPPI, WV (LOOTPRESS)— A Philippi man is facing accusations of violating a Domestic Violence Protective Order (DVPO) after repeated and unwanted contact with a family member, according to a report from the Barbour County Sheriff’s Department.
On May 16, 2025, Deputy Williams responded to a disturbance on Penny Lane in Barbour County involving Travis Barkley — referred to in the report as the defendant — and his father, identified as the victim.
According to authorities, the victim reported that the defendant had been repeatedly returning to his property despite being formally evicted and told to stay away. The victim claimed that on the evening of May 15, between approximately 7:15 p.m. and 10:30 p.m., Travis Barkley, along with Alicia McKinny and Gage Barkley, appeared outside his home making offensive gestures, taunting him, and challenging him to come outside and fight.
The incident allegedly left the victim in fear for his safety, prompting his girlfriend, who witnessed the event — to urge him to remain inside.
The following day, on May 16 around 4:30 p.m., the victim and Schepleng were taking photos of the property when they say a green GMC pickup truck drove by with Travis Barkley, Kathy Barkley, and Alicia McKinny inside, allegedly attempting to initiate further contact.
Deputies noted that Travis Barkley had previously been warned by law enforcement not to contact or threaten the victim. Despite these warnings, the defendant allegedly continued to disregard the order and make contact attempts.
